Pacific Region – Building Worker Power Through Local Government training

The Canadian Labour Congress (CLC) is hosting Building Worker Power Through Local Government, a series of one-day courses to help union members prepare for the 2026 municipal elections.

Local governments make decisions that directly affect working people—from public services and budgets to housing, transit, and privatization. It’s important that workers have a strong voice and that we elect leaders who understand and support our priorities.

To help build that power, we’re offering Building Worker Power Through Local Government, an interactive workshop designed to give your members who want to understand—and influence—local elections the knowledge and tools to engage in and volunteer in local elections with confidence.

Participants will learn how municipalities and school districts work and why it’s crucial to elect worker-focused candidates. Through hands-on activities and group discussion, workers will connect everyday experiences with issues like local budgets, public services, and privatization. Participants will leave with practical tools for engagement and a clearer sense of how to turn worker power into political power that shapes municipal and school district elections in the years to come.

This in-person, hands-on training is designed to build your confidence in using digital organizing techniques and technology.

Anchored by real-world organizing and campaign scenarios, you will learn the Action Network platform’s core functions and how to put them into practice to better engage with your members and supporters.

You will learn how to:

Engage your members online
Plan a digital campaign that drives action
Create petitions, forms, and events
Send emails and manage data records

Candidate Recruitment
In this focused workshop, you’ll learn how to identify and evaluate strong candidates by looking for traits like community engagement, clear communication, genuine passion, and fundraising savvy. We’ll show you where to find prospects—from unions and community groups to past volunteers—and how to perform quick background checks to avoid surprises. You’ll also develop a tailored conversation script that anticipates potential barriers and inspires confidence. Through hands-on activities and role-plays, you’ll leave fully prepared to make that first ask and recruit tomorrow’s leaders.

So, You Want to Run for Local Office?
Are you considering running for Council, School Board, or Regional District Board in 2026 in your community? This workshop will give participants an opportunity to hear from current and/or former councillors and trustees. The training will be part of a series of campaign workshops in the lead up to the 2026 Local Government Elections. This initial module will focus on the reasons to run for public office, the work of elected officials, and what you need to start doing now in order to win in 2026.

Candidate Training
Candidate Training is a training designed to elevate the presence, communication, and campaign readiness of new and prospective candidates. During the course, participants will sharpen their public-speaking skills, master concise messaging for varied audiences. The course also covers basic campaign communications.

Ontario’s unions help lift everyone up, whether it’s improving workplaces, fighting for political gains, or advocating for social justice – unions and our members make all the difference. This year we are thrilled to be bringing back the highly sought after Canadian Labour Congress Ontario Summer School and Women’s School!

Labour Education builds solidarity and knowledge, and it creates meaningful bonds that last a lifetime. In these exciting weeks of learning, union members will learn valuable skills in order to continue the fights of today’s workplaces, allowing adults of all backgrounds to learn to defend their rights using proven methods. If your union wants to train the next generation of local activists or expand the skills that today’s leaders and activists already have, the CLC Ontario Summer and Women’s Schools 2024 is here to help our labour movement succeed.

Courses Offered

BLACK AND RACIALIZED FACILITATOR TRAINING

A participatory course designed to build the capacity of racialized union facilitators, this training provides essential facilitation frameworks, as well as tools, tips and strategies for fostering inclusive and equitable learning environments within union settings. Through experiential learning and collaboration, participants will have the opportunity to hone their facilitation skills, while cultivating a deeper understanding of racial dynamics in the classroom and exploring the unique challenges faced by racialized facilitators, emerging better equipped to lead meaningful discussions, navigate difficult conversations, and drive positive change within their unions.

Who this course is for: Black and racialized workers who are seeking to build skills in course/workshop facilitation.

DOMESTIC VIOLENCE AT WORK: TRAINING FOR UNION REPRESENTATIVES

helps shop stewards, health and safety representatives and other union representatives gain a deeper understanding of the dynamics of domestic violence at work, and the role of the union and the employer in addressing it. Participants learn ways to best support members who may be experiencing domestic violence, including how to recognize and respond to the warning signs and risk factors, and hope to connect members to support and services in the community. Union representatives will also leave with tools to build awareness in the workplace about domestic violence at work.

Who this course is for: Experienced union representatives who
work with members in workplaces.

MEMBER ENGAGEMENT – MEMBER ACTION

is designed for experienced shop stewards, local union leaders and union staff who want to transform how members engage with their union and how their union engages with their members. This course trains participants on the three-step approach to effective member engagement (Go, Listen, Build) and connects it to organizing approaches for building an active membership. Participants will leave with new skills and ideas for building and measuring a member engagement strategy.

Who this course is for: Experienced shop stewards, local union leaders and union staff.

PARLIAMENTARY PROCEDURE AND PUBLIC SPEAKING

is a two-part course. Parliamentary Procedure covers how to run a meeting effectively, the duties of a chairperson and secretary, and how rules of order can provide a democratic and fair process to accomplish union business. Public Speaking covers how to speak persuasively to various groups and how different formats are used to speak at convention, debates, and impromptu gatherings.

Who this course is for: All union members.

CREATING A JUST ECONOMY FOR WORKERS AND THEIR FAMILIES

offers an overview of important economic issues, such as inflation and productivity, to equip union members with knowledge and concepts so they can 1) refute incorrect, yet all-too-common, claims about the economy, and 2) begin thinking toward a more just economy. The 2-day course provides an easy-to-understand overview of our current economic situation, as well as a critique of mainstream economic ideas, while introducing participants to new, and important insights from beyond the mainstream. The weeklong course delves more deeply into these ideas, as well as relevant political-economic history, so we can start thinking about how we can create a more just economy.

Who this course is for: All union members.

PREVENTION LINK – PSYCHOLOGICAL HEALTH & SAFETY AND RETURN TO WORK

Mental illness is a leading cause of disability in Canada and workplaces that have a strong commitment to psychological health and safety, demonstrated by the behaviours of the workplace, have more success in Return to Work (RTW).

This training provides participants with the resources and tools to develop strategies to assist workers with disabilities, individually and collectively, and support return to healthy and productive employment. With a focus on the protected ground of disability and the social area of employment participants will:

Discuss the importance of supportive return to work for vulnerable workers.
Examine psychological heath and safety at work, including psychosocial risk factors and hazards.
Review legal responsibilities in the area of Duty to Accommodate and return to work.
Review each of the workplace parties’ role in supporting and contributing to a successful return to work.
Consider common return to work barriers and potential solutions.
Understand the guiding principles and elements of return to work policies and programs.

Who should attend: WSIB and Benefits Representatives, RTW Specialists, Health and Safety Representatives, Human Resources, Workplace Leadership and Union Stewards.

offers an opportunity to develop and enhance participants’ leadership skills and knowledge around a variety of current and emerging labour issues. A major component of the course will cover communication and motivational skills that are important for women activists. Participants will explore ways of building on their skills and drawing on their experiences as they advance along the path to leadership and consider running for an elected position or supporting others who run. Whether you’re thinking of leadership within your union, your community, or in politics, this course is for you.

CANDIDATE DEVELOPMENT FOR WOMEN

is a next step for women leaders, designed to address the real challenges women candidates face. It introduces ways to balance the day-to-day challenges in the face of high stress campaigns. Participants will take away new ways of campaigning, strategic planning, and framing our message. By building on communication and presentation skills, participants will leave with the tools to best communicate their message in on camera interviews, face-to-face debates, and with new media.

Who this course is for: Women leaders.

FACING MANAGEMENT EFFECTIVELY

looks at the economic, political, and social forces at play between unions and management. It examines the roles and rights of each group and the different types of union/management relationships and styles. The course looks at the power, bias, and privilege dynamics between unions and management and how we can communicate effectively. The course focuses on problem solving – understanding issues, developing strategies, finding and presenting facts and arguments, finding areas of agreement, building solutions, implementing and maintaining solutions. Participants can expect lots of interaction and role-plays, along with practical skills and tools for communication, analysis, strategy and critical thinking.

Who this course is for: Union representatives who deal with management.

INSTRUCTOR/FACILITATOR TRAINING

introduces participants to adult and popular education practices and facilitation techniques that focus on learning, action and inclusive movement building. Participants learn skills and knowledge required to facilitate short courses or workshops and adapt materials for a diversity of learning needs and styles.

Who this course is for: Union members who wish to become instructors in their own union and/or be called upon by the CLC to deliver labour education courses in a variety of settings.

STEWARD TRAINING LEVEL 1

builds the skills, confidence, and knowledge a steward needs to represent their members. Participants will learn the roles and responsibilities
of their position as stewards, the handling of grievances and complaints, problem solving skills, protecting contractual provisions in the collective agreement, and current issues for stewards.

Who this course is for: New stewards or union members who wish
to become stewards.

This year, we will gather in communities across the country. As we mourn for the dead, the Canadian Labour Congress continues to fight for the living.

Courses Offered

Women in Leadership I
This course offers an opportunity to develop and enhance participants’ leadership skills and knowledge in a variety of current and emerging labour issues. A major component of the course will cover communication and motivational skills that are important for women activists. Participants will explore ways of building on their skills and drawing on their experiences as they advance along the path to leadership and consider running for an elected position, or supporting others who run. Whether you’re thinking of leadership within your union, your community, or in politics, this course is for you.

Facing Management Effectively
This course will look at economic, political, and social forces at play between union and management. It will examine the roles and rights of each group and the different types of union/ management relationships and styles. This course will look at the power, bias, and privilege dynamics between union and management, and how to navigate them. This course will focus on problem solving – understanding issues, developing strategies, finding and presenting facts and arguments, finding areas of agreement, building solutions, as well as implementing and maintaining solutions. Participants can expect a lot of participation, interaction, and role-plays along with practical skills and tools for communication, analysis, strategy, and critical thinking.

Courses Offered

Transforming Conflict into Union Activism
This course approaches conflict in a novel way. It recognizes that conflict isn’t always negative but that it is the outcome of the conflict that determines whether it is negative or positive. The course will teach participants how to listen to people involved in a conflict, how to get to the root causes of a conflict, and how to coach people involved in a conflict to identify shared interests. Participants will learn how to use those shared interests to help people involved in a conflict find solutions and turn the conflict and shared interests into union activism.

Member Engagement – Member Action
This course is designed for experienced stewards, local union leaders, and union staff who want to transform how members engage with their union and how their union engages with members. This course will train participants on the three-step approach to effective member engagement (Go, Listen, Build) and connect it to a three-step approach for building an active membership (one-on-one communication, taking action on worksite issues, and designing a strategy and plan to win). Each participant will leave the training with a worksite-specific plan for creating an engaged and active membership as well as a series of measurable goals to evaluate outcomes.

Prevention Link Course– Return to Work (Level 4)
This course provides workplace parties with the tools necessary to develop strategies that ensure successful RTW outcomes. Through the exploration of law and evidence-based best practices, participants learn the principles of good return to work practices and the Duty to Accommodate. Legal lessons from precedent setting cases are reviewed. The Canadian and Ontario Human Rights legislation and RTW are examined. All workers are welcome! Workplace leadership encouraged!

Anchored by organizing and campaign scenarios, you will learn how to leverage the power of Action Network to better engage with your members and supporters.

You will learn how to create petitions, forms, events, send emails, as well as manage data records, leverage automated ladders, build email wrappers and more.

Action Network Basics is a series of sessions that focus on setting you up to become a pro with digital tools. This in-person and hands-on training allows you to explore the program’s basic functions to help address knowledge gaps and build confidence in using digital tools for campaigning and organizing.

You will learn how to create the following pages: petitions, sign-up, call tool, email, and events. You will also master data, records, mapping ladders, email wrappers and more.

Join us and renowned facilitator Beth Becker on a two-day intensive session to learn all about the Action Network toolset.

Beth has decades of experience helping progressive organizations run campaigns, mobilize support, and organize to win. She does frequent webinars and training courses for and with Action Network, and travels all across the U.S. and abroad sharing her passion for progressive organizing.

You should apply if you want to attend, even if you haven’t yet arranged for your members. We will follow-up to confirm your registration.

Session Fee: $245

You will only be charged once your application has been accepted.

Lunch and snacks will be provided.

Every year, thousands of workers, friends and families of fallen workers gather at ceremonies across Canada to recognize the National Day of Mourning for workers killed or injured on the job.

This year, we will gather in communities across the country and online. As we mourn for the dead, the Canadian Labour Congress continues to fight for the living.

Cancelled – Pacific Region Winter School 2022

The CLC has decided to make the difficult decision to cancel the in-person CLC Pacific Region Winter School. There were many factors that went into this decision, including difficulty of participants being granted union leave, facilitators having to self-isolate leading to last-minute course cancellations, and the limited road connections into the interior. It wasn’t an easy decision but we feel it was the best one given the circumstances.

There is no plan at this time to move to online training but we are exploring education options for later in the year and will inform affiliates of any plans. Refunds are currently being processed and will likely take several weeks.

We truly hope to see everyone in 2023 at Harrison.
