The CLC’s 31st Constitutional Convention will be held from Monday, May 11 to Friday, May 15, 2026, in Winnipeg.
All organizations are encouraged to consider equity representation (women, Indigenous workers, workers of colour, workers with disabilities, 2SLGBTQI+ workers) and young workers (age 30 or younger) as part of their delegations.
The registration fee for each delegate is $450 (no fee is required for alternate delegates) and must be submitted no later than the deadline below.
The deadline for receiving credentials is Monday, April 13, 2026.

The deadline to reserve a room is April 6, 2026.
Please note that room reservations are subject to availability and will be processed on a first-come, first-served basis. The CLC cannot guarantee accommodation availability. Hotel blocks are significantly smaller in Winnipeg than in other larger metropolitan cities.

Join us on Friday, May 15, to learn with labour in an Educational Workshop Series.
Delegates can choose between seven skill-building workshops that will provide them with the opportunity to reflect on Convention themes and goals and learn concrete ways to apply them in their workplace, union, and community.
All workshops will run from 9:30 a.m. to 11:45 a.m. on Friday, May 15. If you are planning to participate, please ensure that your travel and accommodation arrangements are made with these workshops in mind.

Real Talk, Tough Conversations (English only): Participants will review and practice the basic skills for keeping their cool while navigating tough conversations with folks that disagree with us, or who are being influenced by misinformation. These are useful skills for the workplace, the union and the kitchen table.

Building Your Strategy to Win (English only): Participants will learn the key aspects of a successful strategy (goals, theory of change, audience, tactics, measurements of success, timelines) and will review examples of common scenarios faced by unions and labour councils to solidify their understanding of the key aspects of any successful strategy.
From Myths to Power: A Worker’s Guide to the Economy (English with simultaneous translation): In this introductory course, participants will learn the basics of how the economy works, and how to push back on and debunk economic myths. Participants will also learn how to apply this knowledge to core union work like bargaining, member engagement, and policy advocacy.
Digital Tools for Engagement and Action (English only)
Discover how platforms like Action Network can help unions connect with members, mobilize support, and take political action. Through real-world examples, participants will learn how digital tools are being used to build power and run effective campaigns.
Member Mapping (English only): Participants will learn and practice techniques for mapping their unions and workplaces, and how to integrate member maps into their work. Drawing on Kevin Millsip’s “Go, Listen, Build” theory for member organizing, in order to “Go” to workers, we must first know who they are, where they work, and what they care about.
Empowering Campaigners Outside of Elections (English only): This workshop explains the difference between being “political” and being “partisan”, with emphasis on the importance of sustained political action outside of federal, provincial and/or municipal election periods. This workshop gives practical skills, tools, templates and best practices for leveraging previous volunteer experience to deepen engagement.
